What is a Safety Assessment?

A cosmetic safety assessment or Cosmetic Product Safety Report (CPSR) is a product report which ensures that a cosmetic product is safe for normal conditions of use.

It must be undertaken by a suitably qualified person with a thorough understanding of the EU Cosmetic Regulations.

The safety assessor will consider


  • the toxicology of every ingredient submitted for assessment

  • the chemical makeup of each ingredient

  • the areas on the body where the finished product will be applied

  • the type/s of individual who will be using the product. Products intended for those under the age of 3 require special reports

  • the quantity of each ingredient the intended user will be exposed to

Nail polish is considered a cosmetic product and therefore nail polish makers in the UK no matter the size of their business must have relevant CPSRs to legally sell their products.

The Micamoma CPSR will cover all Micamoma products* at the point of sale.



How many different nail polishes can I make and sell with a standard CPSR?

Many Cosmetic Product Safety Report (CPSRs) on the market may enable you to make 1 to 10 different nail polishes. This can be quite restrictive for small independent polish makers who often have a number of polishes for sale. Nail polish makers also tend to change their product lines quite frequently. Therefore this option can be quite costly and impractical. Micamoma cosmetic product safety report allows artisan nail polish makers the freedom to create and sell as many nail polishes as they require.

How will the Micamoma CPSR help me as an indie polish maker?

Up until now there has not been a CPSR for indie polish makers in the EU. This new development puts indie polish makers on par with soap makers and other cosmetic product producers who have been compliant with the Regulations since 2013.

Our Cosmetic Product Safety Report CPSR will enable indie polish makers to produce nail polish with our current nail polish suspension bases and EU approved ingredients. There will be no restriction on the number of nail polishes that can be formulated and offered for sale in the U.K and EU. Please note that the nail polish bases cannot be mixed with each other.

Do I need to get one for nail polish as I already have a cosmetic safety report for my soap, cream and lip balm?


Yes. Each cosmetic product type that you produce and sell must have its own cosmetic safety report. A soap, cream or lip balm CPSR will not cover nail polish


Does the Cosmetic Product Safety Report cover all of the Micamoma bases?

Yes it does. You will only need to purchase one CPSR for all three of the bases.

Will the Cosmetic Safety Report cover finished Top Coats and Base Coats?

No this CPSR does not cover Top Coats or Base Coats. Separate cosmetic product safety reports will be needed for these products.

Will my CPSR ever expire?

Once issued the Cosmetic Product Safety Report is indefinite but is subject to any changes that are made to the EU Cosmetic Regulations.

Do I need to send you my nail polish?

No. The assessment will cover your nail polish if it is made from Micamoma supplies.

Why do I need it?

If you make and sell nail polish to the public it is a legal requirement to have a cosmetic safety report. The CPSR will provide guidance on the maximum usage rates of the ingredients that you will use. It will also provide assurances for both you and your customers that your nail polish is safe. It also demonstrates your commitment to providing a high quality product.

Can I purchase the CPSR then use suspension base and Liquid pigments in my nail polish from sources other than Micamoma?

No. The Cosmetic Product Safety Report is assessed and formulated with Micamoma suspension bases and liquid pigments and will NOT cover nail polish produced wholly or part from suspension bases and  liquid pigments sourced elsewhere.*

Can I use micas, glitters and pigments from other suppliers?

Yes you can.  Our CPSR covers many popular pigments as well as pigments that we may not stock. As long as the mica powders, glitters/pigment powders, chromatic flakes, linear holographic pigments and their INCI numbers conform with those on the CPSR. We provide a free service to check ingredients. Please contact us at and sent us the MSDS if you are unsure.

What if I want to use an ingredient that is not listed on the CPSR?

In the unlikely event that a particular ingredient is not covered on the CPSR. We may be able to add it. This will incur an small additional charge. (The CPSR is extensive and covers most ingredients/INCI you may wish to use in nail polish). Please contact us if you have a query concerning a particular ingredient.

How long will it take to issue my CPSR?

A CPSR can take at least 20-40 working days from email confirmation of your details to receive your CPSR. During public holidays such as Christmas, Easter and summer it will take longer. Please be aware that occasionally delays can occur and it also might take longer to receive your CPSR. This is due to issuing chemist work load and sometimes backlog. All CPSR's are sucessfully issued.

How will my CPSR be issued?

You will receive your CPSR as a security protected PDF file. This will be emailed to you.

Can I receive a refund on the CPSR?

This is a legal document that is prepared and issued to the "responsible person" and therefore refunds cannot be given. Please make sure that your details i.e. full name and contact details are correct when you purchase the CPSR as Micamoma cannot be held responsible for errors.


* Please be aware that the CPSR will cover Micamoma products available for sale at the date and time that the CPSR was purchased. When new ingredients are added to the Micamoma product range which are not listed on your CPSR these ingredients will not be covered by the CPSR that you have purchased previously. These new ingredients will need to be added to your existing CPSR if you want to use them. This will incur an additional charge.

*Please be aware the CPSR wil not cover Top Coats or Base Coats separate safety reports will be needed for these products.

This CPSR will be issued to the 'responsible person'. The responsible person is whoever manufactures the nail polish. In most cases this will be you the purchaser. The responsible person cannot be a company or business name sole trader or otherwise.

If the responsible person is not the purchaser please make this clear in the comments section at checkout. We will contact you via email to ensure that all of the details are correct. Once we have received a confirmation email from the purchaser that the details are correct the CPSR will be processed.

Please note that we cannot proceed until we have written confirmation that the details that you have provided are correct as Micamoma cannot be held responsible for any errors.

Disclaimer Important: This CPSR covers nail polish produced wholly using Micamoma suspension base and liquid pigments. Nail polish produced using suspension base and liquid pigments wholly or partly from other sources will invalidate this CPSR for those products. Micamoma and its affiliates can not be held responsible in this case. It is the 'responsible persons' responsibility that all subsequent manufactured products conform to the ingredients present within this CPSR.

Due to the changing nature of the ingredients that Micamoma stock it is your responsibility to check that the CPSR covers these new changes and additions. Please contact for more information.
